with reference to the letter from the Colonial Office of June 2 Enchasing Copy of a Report by Mr. Price on the proposed Obserwatory at Hong Kong and arking for my views on the question, I have the honor to offer the following remarks .

After Considering Carefully the two schemes proposed respectively by Major Palmer and Mr. Price I am of opinion that the smaller and simpler

scheme put forward by Mr Price will Suffice for present requirements, remarking that the pressing needs of the Colony appear to be a time ball and a Meteorological service. Mr Price appears to the to have provided for these with due regard to economy and Efficiency and I fully concur in his proposals. though magnetice observations are doubtless.
